Unofficial members of Council will press strongly on second reading on 3rd October for a forward exchange contract to be made in order to insure against loss to 1936 budget which would follow fall in dollar. After consulting Young I am of the opinion that this would be improper and unwise in the present circumstances. Do you agree and may I say in debate that you would not sanction such a course.
